Perhaps you’ll be able to finish it before the auto task force has completed their own evaluation and come to your own conclusions about GM’s short- and long-term prospects.
Chrysler’s viability proposal is also available at Treasury’s Web site; it’s going to be a bit more to slog through at 177 pages in length (link here). Reading the cover page, one can immediately see the attraction between Chrysler and Fiat as potential partners; with so much of Chrysler’s market in terms of sales and infrastructure here in the U.S., it would provide Fiat instant market share and access in the U.S., and provide Chrysler with the same overseas.
