Maybe Michigan state government only seems dysfunctional. Or maybe the point is that state government is more than the Legislature.
Michigan is the best-managed state in the Midwest, according to research by the Pew Center on the States and Governing Magazine.
In the fourth annual “Grading the States”, Michigan scored top marks for information, infrastructure and people. The state’s Web site received particular praise. A cumulative score of B+ placed Michigan among the top eight states nationally. The only states scoring higher with an A- were Washington, Virginia and Utah.
Acknowledging last year’s budget battle, shrinking revenues and declining economy, the report praises government management:
“With all that in mind, the surprise in Michigan is the strength and suppleness of much of its management, in both good times and bad.”
Even so, there is room for improvement where money is concerned. The state scored poorly in the areas of the budget process, contracting and purchasing, financial controls and reporting, and hiring.
