Benton Harbor Emergency Manager orders more restrictions for city government

Joe Harris, the Emergency Manager in Benton Harbor, has issued an order informing all city officials and employees that they are not to attend city commission meetings without his written permission.

WJSM reports that the one exception to this rule is for the city clerk who is to take the minutes of the city commission meetings.

Additionally, the order from Harris goes on to state that the city clerk must attach language to the minutes of all Benton Harbor Commission meetings stating that any resolution passed by the body has no legal effect.

Benton Harbor’s City Commission has continued to pass resolutions in defiance of an April order from Harris that stripped them of all decision making authority.

Earlier this month the commission passed a resolution calling for Harris’ removal and declaring the law that allows Emergency Managers virtually complete control over local governments unconstitutional.

In an interview with the Herald Palladium Commissioner Dennis Knowles responded to the new order by saying, “Joe Harris is doing exactly what he’s told to do by the state and Whirlpool.”

Knowles called Harris, Gov. Rick Snyder, state Rep. Al Pscholka and state Senator John Proos “traitors to the country, traitors creating anarchy.”

On June 18th opponents of the Emergency Manager law will gather in Benton Harbor to protest and organize to repeal it.

    Are these meetings open to the public?  If so, it seems like these people are being stripped of their rights as citizens.

      agreed. that is exactly what it is, telling citizens they are not to attend public meetings in their community.

      CAN he do that?

      why dont the city officials just talk to BH police and get them on their side. with the BH police support, they could effectively ignore the EF’M and re-institute the governing body the people elected.

      but then again, we’re talking about police, and police are there to “serve and protect the capitalists interests”

    EM’s are not elected officials and constitutionally have no power to run anything. The people should go about their business conducting their business. Snyder is using B.H. as a test case because he thinks no one else cares about that community and once the precedent is established, we will all go quietly into that dark night. I think he and his handlers underestimate the people of Michigan. Make sure you all sign the petitons to recall Rick, and rescind the PA4 law. Stay informed, stay active!

    Where is the ACLU on this?   They need to get in there and file some motions and get a restraining order on the EM.  This is Fascism!

    Joe Harris is doing what the state of Michigan and DEMOCRAT former Governor ordered him to do-come in to Benton Harbor and manage it, it’s finances and it’s employees to bring it out of virtual bankruptcy.  Now, having said that, other cities and townships under the same mandate, have co-operated with the EFM and have emerged a much better entity.  I have NOT seen any co-operation out of anyone in the BH arena, and therefore, has forced Harris to extreme measures. Let him do the job, elect honest officials and get back to running a safe, open environment for Benton Harbor to survive in. Oh, by the way Whirlpool has no hand in running the stae government OR the EFM program.  It is also trying to revive the BH area, IF YOU HAVEN’T NOTICED, people. Wake up! Step up an be effective, helpful residents instead of fueling the fire.
