Michigan Senators split on unemployment, tax cut extension

When the U.S. Senate approved the compromise bill to extend the Bush tax cuts and federal unemployment benefits on Tuesday, Michigan’s two Democratic senators were split. Sen. Debbie Stabenow voted in favor of the bill while Sen. Carl Levin voted against it.

Sen. Levin made a statement on the Senate floor in opposition to the bill. He said:

Mr. President, when the Senate invoked cloture on this bill Monday evening, and adopted the procedure used after cloture, those of us who oppose portions of this bill lost any opportunity to address the problems we see and seek to repair them. I voted against the motion to invoke cloture because I hoped that, if the cloture motion failed, the Senate would have a chance to consider a better bill, and to improve it through the traditional method of debate and amendment.

That did not happen.

I have spoken, as have others, about the defects of this proposal. Its tax cuts are unwisely skewed toward the wealthy, including an estate tax provision that would benefit a few thousand of our most fortunate taxpayers at great cost to the Treasury. These benefits for the wealthiest among us will not, despite the claims of our Republican colleagues, help our economic recovery. Nearly everyone says that should be our top priority, and it should be. As a host of economists across the ideological spectrum have demonstrated, tax cuts for the well-to-do have little impact on economic growth.

It’s not just that these benefits for the wealthiest will have no positive impact on our economy. What’s worse, the upper-income tax cuts and estate tax provisions that Republicans support would add more than $100 billion to the national debt over the next two years. Republicans in this chamber repeatedly tell us that the 2010 election was a call for more fiscal restraint. Yet their most significant action following that election has been to insist upon tax cuts for the wealthy paid for with billions of dollars in borrowed money.

It is not just the inconsistency of our Republican colleagues that I find so troubling. It is that in pursuit of their goal, they are holding hostage progress for the American people, not just on tax cuts, but on a range of other crucial issues. They tell us they will not support tax provisions that help working families unless we also include huge giveaways for the wealthy. They tell us we cannot continue emergency unemployment benefits unless we also give several times the cost of those benefits to the wealthiest 2 percent of Americans. They tell us we cannot provide tax relief to help businesses grow and add workers unless we also give away more borrowed money to the wealthy.

And there is more. Republicans have filibustered the defense authorization bill, crucial legislation for the good of our troops and their families, because we have not yet passed tax cuts for the wealthy. They blocked consideration of the New START treaty, a treaty supported by past presidents and secretaries of state of both parties, a treaty that will make our nation and the entire globe safer and more secure. In an extraordinary letter, all 42 Senate Republicans have said they will not allow the Senate to consider any legislation, no matter how important, until we give billions in borrowed money to the wealthy in the form of tax cuts.

Despite the flaws in this bill and the process by which it comes before us, it has a number of strengths. Greatest among them is the extension of emergency unemployment benefits. Mr. President, in my state and others, thousands of Americans are without work through no fault of their own, and they and their families are depending on us to give them the support they need. These benefits are not just critical to those families, but they also have a highly stimulative impact on the economy. Extending the UI program is the right thing to do. We need to do it, and we can do it yet this year, if we stay here and continue working, as we should, right through to the new year.

But even some of the positives in this legislation have significant drawbacks. The 2 percent payroll tax cut would be welcomed by working families, and could help the economy grow. But it would also cost the Treasury more than $110 billion in borrowed money next year. While some argue that might still be an acceptable price for boosting economic growth, I believe it’s very unlikely that Congress will have the will to let that tax cut expire next year. Already, some of our Republican colleagues are talking of making the cut permanent. That money, otherwise lost to the Social Security Trust Fund, must come from somewhere, and I’m concerned that it will come from cuts to Social Security or other essential programs.

We can support middle-class families, job- producing businesses and the unemployed without unleashing the damage this legislation would do to our budget and to economic justice.

I cannot accept the price Republicans want to extract from us. We need not accept it if we have the will to debate and amend this legislation and are willing to stay through the end of this year to do it. The damage to our fiscal situation and to Social Security, and the damage done by continued inequality these tax cuts would perpetuate, is unacceptable. Beyond that, I believe it would be a mistake to allow Republicans to succeed in their irresponsible brinkmanship, blocking aid to working families and the important other business before the Senate in order to secure benefits for the wealthiest Americans.

I fully expect that my Republican colleagues will soon urging this body to reign in the debt. Already, we have seen proposals that would seek to remedy our nation’s fiscal crisis by dramatically cutting crucial programs, including Social Security. It is not a stretch to suggest that the cost of this bill alone will lead some to argue that Congress must enact more and deeper cuts to essential programs, including Social Security – all so that we can give away money the government does not have to the wealthiest few.

Mr. President, we must stand up and fight against an approach that would sacrifice aid to the vast majority of Americans on the altar of unaffordable tax cuts for the wealthiest among us. I believe that time should be today. And so I will vote against this legislation.

Sen. Stabenow released a statement saying that she shared Levin’s concern over some aspects of the bill, but believed that the unemployed in Michigan could not afford to wait for a better deal:

“I have deep concern that this package includes additional tax cuts for millionaires that have been proven not to create jobs and only add to the deficit. What does create jobs is cutting taxes for working people and middle-class families, which is why, in the end, I voted to move forward with this bill. In addition to important tax cuts for working families and small businesses, it also includes a desperately-needed extension of federal unemployment benefits, which is the only lifeline thousands of Michigan families have right now.”

      They have to extend it with 2 million seeking work. It would defistate the US economy and Obama wants Kudo for bringing change and driving us out of the econmoic rut that we are in trust me it’s all game right now they have to pass before Jan 1st or the Bush tax cuts end and would drive another wedge into the economy.     There are plenty of jobs where I live in Michigan but people want a paycheck to sit at home on there behind. All the individuals I know that are collecting unemployment are not even looking for a job. I feel the ONLY way unemployment should be extended is if you can prove you are looking for a job at lest 2 times a week, Otherwise you shouldn’t qualify anyway. People need to stop being lazy, get off the couch and work. I have been laid of 2 itmes and found a job with in 2 months of looking. SO people please don’t tell me there are no jobs, rather just admit some don’t want to work, they would rather suck away my childrens future by “thinking” they are screwing the government.

        The media uses posts like yours to help the Republican cause. I can already see someone “quote” you as if they cared, but in reality it is like the movie ‘Dinner With Schmucks.’ You are invited to a dinner party that you plan on being a revered guest, only to find out you are the brunt of the joke. The problem is that you enthusiastically represent many more than yourself.

      Im from Michigan Ann Arbor in fact Ms Brandi and live in GA now. You don’t have a clue to what your talking about as far as jobs in Michigan . I went back to school after being laid off in Feb 09. I graduated THIS YEAR 2010 and look for a job EVERYDAY. I have even applied to places back home visiting and via internet. I lost a 60k a year job . Unemployment at its best is 16,640$ per year do the math. I have 1 kid 3 dogs and a mortgage oops there goes the 16,640$ . Before bash others who are struggling to make ends meet get your facts together. You probably think Sarah Palin is smart and should be president too. WOW Clueless!!!!!!!!!!!!!!!!

      Frist off, I am sure there are people who do not want to work and would rather sit home and collect an unearned paycheck. But reality is that there are far more people out of work then there are jobs. My husband has been working on and off for a temp service because that is all there is around here. He went from a $14/hour job to an $8.80/hour job. That is enough to make anyone sick. Who can live off of an $8.80/hour job? He is bringing home $8 literally less a week then if he was collecting an unemployment check. That seems to be the problem because then you have to account for the gas he is using to go to work. But he much rather be at work then at home. Far less people are just sitting on their butts and not even trying to find a job then you think though. Unemployment as you can see from my example does not pay the bills like these peoples jobs did. That is reality. And to be honest with you, I can not honestly say that I would take a job that pays LESS then my unemployment if I could make a better living for my family by sitting at home. WOULD YOU? I think not. Oh and honey, you aint seen nothing yet? Just wait till there are more people out of unemployment. There will be far more car thefts and house break ins because people are serious about their families and would do anything to assure them a hot meal every night. I also know I would and if I went to jail then so be it. At least I know that my children would be put in a (warm) house with food for them to eat. This is REALITY!

      I just want to say that while we became 99ers. you still had a job making good money while the 99ers were making only 1/3 if their original salary. I live in Nevada and our Unemployment is the highest in the Country 14.4 %.
      There are NO JOBS. We all need to survive until jobs are created.
      Yes we the 99ers. have been out the longest and have lost everything but we all need to stick together.
      Harry Reid has his Dream Act knowing his people in Nevada and around the USA suffer.

      well brandi i know how it is to be on unemployment i have a job now thank goodness at a daycare making hardley nothing but at least it is something…..these poor people who are on unemployment are getting nothing at the moment….you being a mother should have more sympathy for them im a mother and i feel horrable for them…there arnt a lot of jobs out there this one i have now just fell into my lap because i knew someone….most people dont get breaks like that….u need to think before you speak these people are hurting and u shamelessly hurt them with your words….i feel bad for your children if u are actually like this and not just trying to be a bitch on here

      WOW hey just to prove a point earlier this week I went and applied at Wal-Mart .. The lowest of the low, when it comes to employers. Been waiting 4 days now, and about to do a follow up today.. I have been to every company up and down this road, and even a few more than an hour away. So spending all my time filling out paper work, and searching online and talking to people is all for not. Everyone I know on unemployment wants to make progress, not just scrape by on as little as possible. This is the Deal Wal-mart calls me into work and you will see me right when you walk in lmao with my little blue smock on “Welcome”

      I don’t know where in MIchigan you live, but I live in Michigan and there are no jobs. People can’t leave a job at $15 or $16 an hour and go to work for $7. It isn’t going to pay the bills. My husband does look for work every week and send in a paper to MESC to prove that he is looking for work. I think you need to get the whole story before you run at the mouth…If my husband doesn’t get unemployment, we will be giving up our home or filing bankruptcy.

      Im a 99 er this month?.. feel so lucky that you have a job Brandi, I sell a pint of blood once a week in order to buy mac and cheese and top ramen just to eat.. I have applied and sent apps by the thousands to 3 states, because Im willing to relocate for a job but within a budget and distance I can afford.. I have a perfect resume, and several letters of recommendation from past employers to boot! because you have a few friends who arent looking for work? do not judge that the rest of us are sitting doing nothing, because your friends will soon hit the end of there benefits and then you will be singing a new tune to their hardships. lol 2 times a week?.. in one day I put in 62 applications in 3 states threw their work force centers.. and I do that EVERY day, to every job posting! no matter the job! and you say we are all sitting on our behinds? oh yeah i love going to the blood bank to sell my blood so my kids can eat and i can sit on my ass!!

      I hope to god you never loose your job. Its not as easy as you may think. I was laid off in September. I have put in over 200 application since then, and I can prove it. I have had 4 calls which I am probably competing with 2000 other people or more.

      I remember there was something on the news that a airline was hiring, they had 80 jobs and over 20000 people applied! That is what people are dealing with.

      So don’t judge people, maybe the people you know are sitting there chilling at home, but most of us want to work.

    Pass the law already If bush did not send our money overseas we would be able to help our own but now Congress is actin like they are giving hand out to us AMERICAN But congress caused this problem I want my unemployment benefits how you going to cut us off before Christmas I am a union worker and have not had steady work in 3 ,4 year what good is 30 dollars and hour if I cannot get consistence work I am trying to do my best but where are the investors in america they are scared not taking a chance the on our country holding on to their millions and do not want to spend it I am sooooooooo tried how am I to pay my rent instead of thinking about Christmas I am worried if I am going to have some where to live oh and I worked this year by the way 4 month this year I just wish america would take care of the people or the next great depression is on the horizon

I am going to assume that when Brandi was layed off and was able to find a job right away, it was not within the past 2 years. I too was layed off in 2004 and found another job in 2 weeks. Now , however, I have been layed off since June of 2009 and can not find a job to save my life. Not only are we competing with every other Tom, Dick and Harry who got layed off but we also have the college grads that we are competing with. Once upon a time experience was needed to get a job. I have 15 years experience in finance but I am being overlooked by applicants with no experience because they dont have to be payed as much. This is a chance for companies to rebudget their books by hiring all new people for less money leaving those with experience out in the cold. So to all those out there that have no idea what it is like to be doing very well for yourself and family and one day have it all taken away with no timeframe as to when you will get your life back together, please refrain from commenting.

    Debbie voted for it, Carl voted against it. They’re split. The Republicans are taking advantage of the desperation right now by demanding the tax cuts for the top 2% in the country. I am so tired of these people working towards their OWN agenda, rather than what’s best for this country. I am so disillusioned right now; I’m really losing faith in America. It’s not about the people any more. It’s about the rich. And if you’re not rich, then you’re a burden on this country. I am unemployed as well and working towards a higher degree in hopes of it making me more “hireable.” I was laid of a year ago by one of the greediest business owners in Michigan. He laid people off because he wanted to put more money in his own pocket. Only a few weeks prior to my layoff, he spent $40,000 to install a tennis/basket ball court in is yard for his spoiled little brats. That was my salary! I’m sure tax cuts for the rich would really help jobs and the economy, right!? Especially for business owners like that Jack a$$!

    Should I even mention his wife’s $15,000/month credit card bill? Seriously, people like him are why we should not cut business taxes. The business owner just takes the money and pockets it. He doesn’t put it towards creating more jobs! He would never!

    I have always been proud to say that I’m an American, proud of my state as well, Michigan, but I can’t say that now, I’m so ashamed at our government. They are playing Russian roulette with the middle class and unemployed.
    I have been unemployed since January 2009, I held a high position for a automotive company, been doing it for the last 15 years. Bottom line to that story is well if they are not making parts they didn’t need me any longer. I applied for unemployment, and felt sick to my stomach for doing so, I have never taken a hand out. I immediately started putting applications in, and I went to school for a change of career in a field that was considered a high demand job in Michigan. In the process of these life changing experiences, my bills were/are getting unmanageable, my kid’s extra activities had to be cut (soccer, cheer leading, football) cause I could no longer afford them. It broke my heart to see them suffer. I’m a single mom and have manage that way on my own with no help from the state, I have always believed in making it on my own.
    I have countless rejection letters, applications applied, telephone logs for jobs that I have applied for. I have gotten lucky the last few months, I have actually scored two job interviews, but that is as far as it goes. I figured I’m not getting hired cause of the lack of experience I have in my new job title, or maybe it’s because of my age, a lot of companies cap off at 40. Retail and fast food places wont hire because they know you would leave in a heartbeat when something better comes along, also who could manage their household at 7.40 an hour with maybe 10 or 20 hours a week and lose the majority of their unemployment check, I have seen that happen.
    The ignorance of some that apply that 2 million and counting people are just lazy and need to get off their asses needs to reconsider what the hell they are saying, pick up a newspaper and look at the classified section and see the help wanted section, cause in my newspaper there is nothing there.
    I’m considered a 99er now, and I have no clue on what is next, how I will manage and all. No Christmas for my family, how do you explain that to a 9 year old daughter and a 15 year old son with special needs. I know there are people who are in the same situation and I feel sorry for them as well, they need this life line, it’s already too late for the 99ers (they just forgot about us) but each day that passes someone else becomes a 99er as well, Congress and Senate really needs to step up, either that or give us a job.

    Before extending tax cuts for the wealthy, they need to add a tier 5 and put back the $25 per week. Period.

      Forget the 25 bucks. It would add an extra two years (just long enough to add it into the extention of Richy Rich tax cuts) just to bring it to the floor.

    What is truly bothering me the most right now is to watch television and see the commercial for Washington celebrating Christmas. They are all going to have food, drinks, presents, etc., and there are millions of Americans that are or have lost their unemployment benefits. How is this possible? If they took that money and put it towards unemployment then they could pay people their benefits for the holiday! Just like on July 4th of this year, people were loosing benefits but here in Dallas, TX where I live I found out they spent over 100,000 dollars for freakin fireworks!!! That is BS! Who cares about fireworks when people are homeless and can’t feed their children. We may as well be in a poor foreign country. This isn’t the USA anymore. This is not the place our Fathers/Founders created. Politics are evil, that is where the anti-christ will rise and the Republicans should be ashamed of themselves for trying to deny unemployment til they get their tax cuts extended. They are the ones bringing the deficit up. If people who are wealthy don’t pay their taxes, then that is cutting from Uncle Sam, which in return they will try to cut from low-middle class families that are barely surviving now! How have we as a people allowed this type of stealing to occur in our Government? _-Very hurt- :(

    My heart goes out to you 99ers. I too became unemployed back in Sep of ’09. And like the rest of you I’m struggling on a daily basis as well. Looking for work and trying to pay bills with the peanuts that I do get. It sickens me to death that there are actually ignorant people like Brandi out there who would rather past judgement than educate themselves and try to understand the situation at hand. It also sickens me that Washington has made the unemployed into nothing more than bargaining chips to get what they want for their rich buddies. And Brandi hon, do yourself a favor and educate yourself. Instead of turning on the unemployed you should be turning on those in Washington who give billions a month to big failing corporations such as Fannie Mae and Freddie Mac. Because that’s where your tax dollars are really going. And I am far from lazy besides looking for a job, I have started up my own online business selling products I make as well as taking writing gigs on the side. I’m doing anything I can to survive just like everyone else. And again for those unemployed, my heart goes out to you guys. My prayers are with you all.
