Detroit Public Schools emergency manager Robert Bobb plans to propose a plan to Gov. Granholm for the state of Michigan to pay off more than $300 million in debt incurred by DPS over the last decade. The Detroit News reports:
The alternative, according to district spokesman Steve Wasko, is steep cuts, including building closures, teacher layoffs and reductions in bus service, to achieve a zero balance by 2014, as required by state law.
“Plan B would require some purely draconian measures, including increasing class size to a never-before seen average of 62 students,” Wasko said.
Wasko on Wednesday described the plan being formed by Emergency Financial Manager Robert Bobb as a “working document.” He said any deficit-elimination plan would have to be approved by the Legislature and the governor.
Which seems highly unlikely given that the state is facing a $1.8 billion deficit of its own next year.
