In this subterranean world of friends and political favors, everyone wants to get their deals done, contracts signed, licenses granted. Millions of dollars in employee’s hard-earned pension funds are the ripe fruit dangling in Detroit’s desert.

With so many dollars in play, shrewd businessmen like Washington and Greektown mogul Jim Papas allegedly forgot the basic vocabulary of a 2-year-old: “No!”
