U.S. Rep. Dave Camp (R-Midland) has responded to the U.S. Supreme Court’s refusal to grant an injunction to close the locks in the Chicago Sanitary and Shipping Canal by introducing the CARP ACT (HR 4472) — Close All Routes and Prevent Asian Carp Today.

“It is clear Asian Carp pose an immediate threat to the Great Lakes, its ecosystem and the 800,000 jobs it supports,” Camp said in a statement, “…I am introducing legislation that will provide for the immediate closure of all Asian Carp pathways to the Great Lakes. This bill takes necessary action to protect the Great Lakes while minimizing the commercial and environmental impact on Chicago and the State of Illinois.”

This week the U.S. Army Corps of Engineers announced that DNA from the invasive fish had been found in Lake Michigan.

Camp said that his bill directs the Army Corps of Engineers to close the locks that connect the Mississippi River system to the Great Lakes and install interim barriers to prevent the invasive carp from entering the canal system during flood events.

The bill would also give the Army Corps authority to acquire real estate needed to enhance the barrier system and instruct the Corps to conduct studies on how to mitigate the impact of carp control strategies on commerce in Chicago’s canals and rivers and on flood control. It also grants the Corps new authority to use poison and “other means necessary” to control the spread of the fish.
