Go figure!&lt;br&gt;&lt;br&gt;Interesting they chose to approve during a 13-day window when Steven Chester had resigned and right before the DEQ is dissolved.  And before they heard back from the judge!&lt;br&gt;&lt;br&gt;Why even bother having a judge hear the case if they are going to make a decision without him anyway?</description>
