Lansing cop tasers handcuffed suspect

A long tradition of taser abuse by police departments in Michigan continues with an incident in Lansing where an officer shot a suspect with a taser even though he had already been subdued and handcuffed by two fellow officers. Officer Ryan Smith has been suspended without pay by the Lansing Police Department for two weeks, according to the Lansing State Journal.

You can view the video of the incident along with an explanation from Lansing Police Chief Mark Alley of why the officer was suspended. It looks like the two week suspension may be the end of the matter:

After an investigation by Michigan State Police, the Ingham County Prosecutor’s Office reviewed the incident and determined there was no criminal wrongdoing, the news release said.

The department’s Internal Affairs Unit investigated the incident and found that Smith “acted outside the (department’s) policies and procedures.”

The two-week suspension is the maximum penalty less than firing that may be issued to an officer, according to department policy.
