		<description>Sir,&lt;br&gt;    it is my understanding that if h.b.5319 is passed,as property owners, we could be taxed or charged a fee for our water use.&lt;br&gt;this is uneceptable.we buy the property,pay for the well,maintainthe well,&lt;br&gt;replace it if it goes bad,at our own expense.&lt;br&gt;the state has no right to charge us extra fee&#039;sfor our private water use.</description>
