Granholm and governors from Illinois, Wisconsin, Iowa, Minnesota, Missouri, Indiana and Ohio signed a memorandum of understanding Monday in Chicago. That understanding will allow the eight states compete for nearly $8 billion in stimulus money targeted at high speed rail development.
