		<description>Thank you for publicizing this proposed amendment. There are better ways to encourage people to seek HIV testing than to just do it when they are not looking, and I am appalled that the sponsoring representatives think so little of Michigan citizens as to actually believe that this effort, to eliminate informed consent and get rid of counseling about the HIV test and the disease, is the best way to improve health.</description>
