That statement from McCurtis is astonishing. I've been writing about this issue for years and I'm not aware of a single study that shows that abstinence-only does work and I know of at least half a dozen major studies, including one that looked at all of the studies done up to that point, that have found exactly the same thing - that such programs may help some kids put off their first sexual encounter for a little while, but they are significantly less likely to use condoms or other forms of birth control when they do. And bear in mind that under federal law, these grants cannot go to any sex ed program that even mentions contraception other than to discuss failure rates. This is madness. Lammerand is absolutely right that abstinence should be one element of sex ed program -- it is true that abstinence is the only surefire way to avoid pregnancy or disease -- but the use of contraception to prevent pregnancy and disease if you're not abstinent must be there as well.
